PKN Orlen is looking for an entity that is ready to provide venture building services. The company is considering using this model to create teams and entities, including: to prepare and implement business models based on the commercialization of innovative technologies or new services.
In the published request for information “Venture building project”, PKN Orlen explained that the purpose of the procedure “is to identify a group of companies specializing in building ventures for large companies”, which will provide practical knowledge, experience and have appropriate competences to provide services for healthcare. As stated in the published documentation of the proceeding, “PKN Orlen is looking for an entity willing to provide venture building services under a framework agreement with a planned cooperation period of 2-3 years”. The company also announced that it plans to start a partnership around the turn of 2022 and 2023.
In the published research, PKN recalled Orlen that “The Orlen group, as part of the published strategy, plans to allocate approximately PLN 3 billion by 2030 for the development of new technologies and tools to support the implementation of innovations in the capital group”. The company added that it is “gradually developing the innovation ecosystem”, which currently includes the acceleration program Orlen Skylight Accelerator, the corporate venture capital Orlen VC and the research and development center in Płock (Mazowieckie Voivodeship).
“To complement the ecosystem, the use of the venture building model is being considered, with the aim of creating teams/entities (SPV) to prepare, implement and scale business models based on the commercialization of innovative technologies or new services for internal and external customers” – emphasizes PKN Orlen in the documentation of the procedure.

According to the group, “internal analyzes of the use of the venture-building model by large companies have shown that obtaining solutions using this method enables an effective response to identified technology and business needs”.
“Creating dedicated teams/entities based on the recruitment of external specialists, along with organizational facilities for the development of specific solutions, ensures a rapid and effective approach to needs, taking a market position in new business areas or scaling of companies through international expansion” – PKN Orlen noted in the inquiry for information.
The company also explained that the scope of the procedure “includes the presentation of the tenderer’s experience, the presentation of the methodology and the development of a project implementation approach based on the provision of venture building services and the initial costing of the service”. As indicated in the announcement, based on the initial information obtained from bidders in the inquiry stage, the inquiry will then be formed.
PKN Orlen announced that the response to the request for information should include: development of an exemplary first draft of the implementation plan of the selected model project that corresponds to the technological challenge identified by the company from the sample list as part of the fifth acceleration round on the Orlen Skylight Accelerator website.
PKN Orlen launched Orlen Skylight Accelerator in July 2021 and, as it informed at the time, a total of 11 acceleration rounds are planned until 2023, and the budget of the whole program is 4.5 million PLN. At the end of June, the fifth round of recruitment for the program was announced. Among them, startups from Poland and abroad can submit proposals for innovative technological solutions until August 1. The challenges include: digital organization and green transformation and environmental protection.
According to the group, the Orlen Skylight Accelerator program is “targeted at young technology companies from Poland and abroad, who have turn-key products and services that can be implemented in the fields of petrochemical production, renewable energy, internal processes, etc. , customer service or serving the development of new services”.
