The residents have found out whose houses the CPK will lay the tracks on. “We will not be fired for anything” – Wprost

In May, when we visited residents whose homes were located on the route of the superfast railway planned by STH, it was not yet known which variant would be announced as an investor variant. It was known that a crossing would be built in Stare Budy and the track would be crossed by the home of the mayor, Marek Staniaszek and his neighbors. Later, the tracks could either pass through the new residential area in Witkowice or Brzeziny. In the end, the W31 variant was chosen, namely the one in which the inhabitants of not only Brzeziny, but also Mileszki in Łódź and dozens of other cities will lose their homes.

Among them is Małgorzata, who will lose her stable, at her neighbor’s house the tracks have to cut the house and the field in two, then the line runs through the recently completed house and everyone else to the station, which can be built on the site of the house of Marzena and Paweł. The CPK company stated that the announcement of the investor variant was a success that happened exactly one year after the conclusion of the preparatory works contract. It boasted of a “record pace”, which had not been “recorded with such large investments for many years”.

The announcement also stated that the “recommended route of the new line” between Warsaw and Łódź had been “selected from four options”, a number of analyses, including a “multi-criteria analysis”, had previously been carried out. And in doing so, ‘social and environmental factors’ were taken into account. “The chosen variant (W31) is the most favorable route of the new line. It guarantees the smallest collision with the development, the shortest travel times and the lowest construction costs,” says CPK.

The people of Brzeziny want to fight to the end

After the announcement of such a decision, a boom in Brzeziny. Małgorzata, head of the protesting residents, announces that it will not let go. – We intend to break down the CPK and Mr Horała – he says militantly. And he tells us that no one informed the residents about Marcin Horała’s press conference, but they found out through social media. Who could, this one went to Łódź. Residents showed up at the conference with banners and organizers had to try to hide the protesters.

– I felt like someone had ripped my heart out. I had darkness before my eyes, I thought it was over. The feelings are terrible. Still when you hear it, how it’s pronounced, with what a smile on your face. Man’s blood overflows – says Małgorzata. – We will fight to the end. Don’t expect them to run a silent campaign. We will be everywhere, we will tell everyone what they do and how they behave – he announces.

Residents still think that the CPK arranges everything behind their backs, although the company has extensive consultation in the media. – We don’t want money, we want peace. Just let them leave, because this is no place for such investments – says Małgorzata. – No one can be expropriated here. We will be fired for no money, I will fight to the last drop of blood – he adds.

Relief in Witkowice, but no optimism

The investor variant selected avoids the south of Brzeziny, where the tracks would cross the new residential area in Witkowice, then several apartment buildings and a historic cemetery. – There is a sense of relief, because not us, but on the other hand, I have in mind what happened in Konstantynów. There too, the investor option was chosen, but after fierce protest, the investor decided to return to the original plan. A similar situation can arise here – notes Marek, who lives in Witkowice.

– After all, this plan is not abandoned – he emphasizes. – But it’s all the time to hit the ball with the principle that if it’s not us, they are. And it shouldn’t be like that. You have to pick an option that people agree to — he adds. And he admits that also in Witkowice, the news about the choice of the variant was spread by word of mouth, and the residents heard about the decision of the conference.

However, the problem does not only concern the inhabitants of the towns lying between Łódź and Warsaw, as the CPK plans to build a total of nearly 2,000 kilometers of railway lines, marked by dozens of towns and thousands of houses. That is why there was national protest against the CPK last Friday.

CPK is proud of consultations

However, the CPK company prides itself on having consulted “with local government officials and residents of all municipalities” through which the proposed variants ran. To this end, the company CPK organized 25 open consultation meetings and two rounds of meetings with the stewards of 21 municipalities. During this time, the STH received almost 19 thousand. opinions and comments taken into account in the multi-criteria analysis’, says CPK.

In May, CPK spokesman Konrad Majszyk explained to us that the company did not want to dismantle the houses. – It is the other way around, that is, we intend to minimize possible collisions with buildings. Although let’s be honest: we can’t rule out the possibility that they will happen – he said. – All public consultations to date are an additional and non-mandatory part of the investment process, which stems from the investor’s goodwill and willingness to ensure transparency – he added.

He also said that the final routes of the railways will be known “after the location decisions are issued”, and that this should be done in 2023. – This is not the end of the consultation. Residents and local government officials can participate in consultations and submit comments, including at the stage of issuing environmental decisions by the Regional Directorate for Environmental Protection – he assured. – I would risk saying that so far no construction site in Poland has been consulted in such an extensive way as the STH investments – he estimated.

And what now? “In the next step, the investor variant, together with two alternative variants, will be presented by the CPK company in the application for the so-called environmental decision to the Regional Directorate for Environmental Protection (RDOŚ). This is the stage before obtaining the so-called location decision and planning permission, and its implementation.The schedule assumes that the high-speed railway line between Warsaw West and Łódź Fabryczna will be launched simultaneously with the Solidarity Port,” reads the CPK announcement.
