Minister Adamczyk took part in a debate on transport corridors on the North-South axis with the participation of ministers from Moldova, Bulgaria, Latvia, Lithuania, Romania, Greece and Ukraine, in which he pointed out the need to redefine the transport system on our part from Europe. He added that the PiS government drew attention to this as early as 2019 by adopting a sustainable development strategy, including the construction of the S19 highway, which is part of the international Via Carpatia route.
The Via Carpatia under construction will connect Northern and Southern Europe. In Poland, the route will be more than 700 km long and will pass through the following voivodeships: Podlaskie, Mazowieckie, Lubelskie and Podkarpackie.
According to Adamczyk, the Russian aggression in Ukraine confirms that the government’s decision was correct, and the Via Carpatia is probably one of the most important communication routes in the world, important for integration, economy and defense and supporting the export of goods from Ukraine.
Rail Carpatia Project
According to Adamczyk, Poland, Slovakia, Hungary, Romania, Bulgaria and Greece see the need to build Via Carpatia.

– We will further formulate the need to implement not only the Via Carpatia route, but also the Rail Carpatia, ie a multimodal corridor – he added. He explained that a connection was planned near BiaĹ‚ystok: Rail Baltica would connect with Rail Carpatia and Via Baltica with Via Carpatia.
The minister said the Via Carpatia is “a hasty project” and that we must now break up railway projects.
– If we were to recognize that Via Carpatia is an acceleration project, today we must break up this multimodal corridor, we must break up railway projects – said Adamczyk. He added that he discussed this with the ministers of Romania and Lithuania on Tuesday and that he has announced that he will talk to the Bulgarian minister.

When asked by the moderator of the debate about the direction of the expansion of the rail and road corridor, he pointed to Tallinn, Riga, Kaunas and Vilnius to the north, and the Greek ports of Thessaloniki and Igumenitsa to the south.
He said the Ministry of Infrastructure is also working with the Ukrainian government to build coherent communication routes to the east.
Financial resources provided
Summing up the discussion, Adamczyk said that in Poland we have financial resources for the implementation of major road and rail projects, but that we must jointly apply for the financing of investments from Greece to Tallinn.
– It is also our duty, because not only the goal. The railway and highway cannot be separated from each other by parts that have not been completed, the minister emphasized.
Cooperation with Bulgaria
After the debate, Adamczyk and the Bulgarian Minister of Transport and Communications, Nikolay Sabev, signed a declaration of cooperation for the development of the European transport corridors “Baltic – Black / Egean” and “Western Balkans”.
Adamczyk announced the signing of identical agreements with Lithuania and Romania at the end of June. – The goal is common communication, road and rail routes of Europe and the Three Seas Initiative – he added.

During the congress, Adamczyk received a commemorative diploma and a statuette from the Marshal of Lublin Province, Jarosław Stawiarski, awarded by the congress jury for supporting the development of the infrastructure of Lublin Province, including the construction of the S19 Via Carpatia road.
The Three Seas Initiative Self-Government Congress was held at the Lublin Conference Center in Lublin on 6-7 June. The event will discuss topics such as energy security, university cooperation, agricultural and rural development and possible assistance from the Tri-Sea Self-Government for Ukraine, and the leitmotif was cooperation with Ukrainian regions.
The event is also accompanied by the Economic Forum, which includes a seminar, meetings, exhibition stands and study visits, where innovative companies from the province can be introduced. Lublin. The organizer of the congress is the self-government of the Lubelskie Voivodeship.
The Three Seas Initiative brings together 12 countries: Austria, Bulgaria, Croatia, Czech Republic, Estonia, Lithuania, Latvia, Poland, Romania, Slovakia, Slovenia and Hungary. The idea of ​​this project is to stimulate the economic development of Central and Eastern European countries and to create a stable and cohesive partnership of countries from the Baltic, Adriatic and Black Sea region.
