Expansion of the basic curriculum for the subject of education for security in group 8 of primary education, including the content related to the formation of defense attitudes, is included in the draft regulation drawn up by the Ministry of Education and Science.
The project also proposed separating the basic curriculum for the national minority language subject from the basic curriculum for the German language as a national minority language. This is related to the reduction in the number of hours of teaching in this language as a national minority language in relation to the number of hours of teaching languages of other minorities.
It concerns a draft amendment to the regulation of the Minister of Education and Science on the basic curriculum for early childhood education and the basic curriculum for general education for primary education, including pupils with a moderate or severe intellectual disability, general education for the first grade industrial school, general education for a special school preparing for work and general education for post-secondary schools.
He was sent for public consultation on Wednesday. The Ministry of Education wants the amended regulation to apply from 1 September 2022.
On Wednesday, the draft amendment to the regulation of the Minister of Education and Science on the core curriculum of general secondary education, technical secondary and industrial secondary education was sent for public consultation. It also proposed changes to the core curriculum for safety education subject (including the introduction of shooting training) and the identification of the basic curriculum for the German language as a language of a national minority.
The core curriculum describes what a student should be able to do in a particular subject after a certain phase of education. Curricula and textbooks must comply with this. The teacher is obliged to implement the content of the basics.
The subject safety is compulsory in the 8th grade of primary school and in the 1st grade of the post-primary school (general secondary, technical secondary and 1st grade trade school).
The rationale for the draft amendment of the primary curriculum for primary schools recalled that the objectives of teaching the subject of safety education in primary schools include: understanding the essence of state security, preparing students for action in the face of extraordinary threats (catastrophes and mass accidents ), shaping first aid skills, shaping individual and social attitudes conducive to health.
“The tragic experiences of World War II and the ongoing geopolitical changes after its end did not make some countries ready to wind up the war as a means of resolving conflicts between themselves. The increasing threat to state security requires complementing educational objectives and the content of education for security with issues related to defense, state, acquiring shooting skills and preparing students to deal with threats caused by hostilities and the basic principles of rescue “- we read in the motivation.
It also stated that the designed changes to the core curriculum for the subject safety in the case of primary school have been prepared taking into account the current number of teaching hours for this subject and assuming maximum use of the relevant content of the current core curriculum for this subject ( for example in the field of first aid or response to threats) and subsequently identify additional areas of action in various threat situations, including crisis and war.
According to the proposed change to the basic curriculum for the security education subject, classes should emphasize the specificity of activities in a war emergency. In the case of primary school, lessons in this area should be taught mainly in theoretical form, with the gradual introduction of practical elements.
According to the draft, the scope of teaching the basics of first aid will be supplemented with knowledge of the principles of emergency first aid with the use of conventional weapons, and health education should be replaced by defense education that covers the requirements of: field studies, military cybersecurity, shooting training preparation.
As part of field studies, the student should learn the basics of orientation in the field, including learning to indicate the directions of the directions of the world using, for example, a compass, compass, GPS, and how to orientate in the field using characteristic field objects. He must also learn to use different types of maps for orientation in the field. The basis indicates that field research must take place in the field.
As part of the preparation for shooting training – with the use of boards, as well as various types of weapon replicas or training weapons – the student will learn the principles of safe and effective use of small arms, the basic components of small arms, as well as learning shooting stances. The student must also learn how to properly rip sights, control breathing while submitting to the shot and pulling the trigger.
As stated in the justification for the project, “incorporation of a new area of content related to defense attitude formation in the core curriculum for the topic of education for security requires dismissal of selected learning contents present in the current core curriculum for this topic”. It was indicated that the issues that support the development of individual and social attitudes conducive to health are also included in the core curriculum of other subjects, such as: physical education, biology or education for family life, and are also included in educational and preventive programs of schools.
The draft also includes changes to the teaching of German as a national minority language in primary schools. They are a result of the change in February this year. by the Minister of Education and Science, the Ordinance on the Conditions and Manner of Tasks by Kindergartens, Schools and Public Institutions Enabling Preservation of the Sense of National, Ethnic and Linguistic Identity of Students belonging to National and Ethnic Minorities and a community a regional language. According to the directive, from 1 September 2022, the number of teaching hours of German as a language of a national minority will be reduced from three hours per week to one hour per week.
