This is the conclusion of the Ministry’s response to the Małopolska Agricultural Self-Government, which has requested an amendment to the Regulation. The idea was that a livestock farmer (using the electronic system IRZPlus) would, in accordance with the provisions of the Regulation, grant an exemption from keeping the register of animal registration (using the electronic system IRZPlus) – if, however, he communicates the change directly to the ARMA district office – is again obliged to keep a paper book (for 3 years).

Referring to this, Deputy Minister of Agriculture Lech Kołakowski stressed that a new law on the animal identification and registration system is underway (its adoption is scheduled for the third quarter of 2022).

He stressed that the proposed regulations should allow for the adaptation of the ARMA IT system to new tasks, including by ensuring that compatibility of the elements of the computer database of the animal identification and registration system with the systems of the veterinary inspection and other IT systems related to animal health protection.

“Under the provisions of the draft law, the owners of animals subject to the identification and registration obligation shall report events related to animals, submit applications and send information to the computer database only in electronic form using the form available on the ARMA website, allowing information to be entered into the computer database, therefore it will be possible to use the derogation provided for in Article 102(4) of Regulation 2016/429 and to exempt animal keepers from the registration obligation referred to in Article 102 (1) of this regulation “- indicated the Deputy Minister of Agriculture.

As Deputy Minister Kołakowski explained, the owners of cattle, sheep, goats and pigs kept the paper registration books before the entry into force of the draft law (because they did not use the possibility to report events electronically by entering data into the ARMA IT system), the registration book will be able to continue under the existing rules, but no longer than until December 31, 2025.
